MEET JOE
Community Driven Leadership
Dear Valued Community Member,
Let me tell you a little about who I am and why I want to continue serving Oshkosh as a member of the City Council.
I have deep roots in this city. My grandparents lived on Doemel Street, my dad graduated from North High School, and you can’t go more than a block or two without running into one of my relatives. Oshkosh isn’t just where I live—it’s where my family’s history was built and where I’m raising my own family. As a father, I want to create a city my children can be proud to call home, with thriving neighborhoods, strong schools, and opportunities for everyone.
I attended the University of Wisconsin Oshkosh, where I earned a bachelor’s degree in Urban Planning and a master’s in Public Administration. These experiences shaped my passion for community development and gave me the tools to make a difference. Since then, I’ve worked in the Community Development field, focusing on revitalizing neighborhoods, crafting balanced budgets, supporting local businesses, and solving housing issues.
In addition to my professional career, I’m proud to serve on the Wisconsin Housing and Economic Development Authority (WHEDA) Board, a state-level organization responsible for creating and funding affordable housing across Wisconsin. This role has given me the opportunity to help ensure that families, seniors, and individuals across our state—including right here in Oshkosh—have access to safe, stable, and affordable housing.
Outside of work, I’ve always believed in giving back to my community. I’ve served on the Oshkosh Museum Board, Parks Board, and Long-Range Finance Committee. I am the Council Liaison for the Sustainability Board and the Oshkosh Grand Board. I was also the co-founder of the Midtown Neighborhood Association, where I continue to serve as Chairperson and advocate for the central city. I’ve participated in Habitat for Humanity’s Rock the Block events and have been a Sunday school teacher at my church for many years.
These experiences have deepened my understanding of what it takes to create strong, vibrant communities. I’ve seen how affordable housing can transform lives, how neighborhood revitalization can foster pride, and how partnerships between local organizations and government can create lasting change.
Oshkosh has always been a city with a strong sense of community, and I’m committed to building on that strength. I’m honored to have your trust, and I look forward to continuing to serve and make a difference.
Sincerely,
Joe Stephenson
